Can domain names contain
"upper case" characters?

No - all domain names are registered as lower case.

However, many people may choose to display their web address as upper case or a mix of upper and lower case - i.e. http://www.GetOnline.co.uk - this is not normally a problem as most browsers will change it back to lower case.
